Yes.

All USB tech are backwards compatible and upwards compatible. A USB 3.0 will work on a 2.0 and a 1.0. (But only at 2.0 and 1.0 speeds). The opposite is true as well. A 1.0 or a 2.0 will work on a 3.0 port (but again only at a 1.0 or 2.0 speeds).

In short, yes.  Most USB 3.0 drives work in USB 2.0 ports because they are backward compatible.  The downside is that USB 2.0 is sometimes slower than USB 3.0 so you may not get the full advertised speed in a USB 2.0 port.

I have found however that my USB 3.0 drives work better in USB 2.0 ports than USB 2.0 drives do because they are faster to begin with, so this makes a 3.0 drive better in many cases even when you intend to use only a 2.0 port.  The general rule is: the faster the drive, the faster the transfer speed, and the faster the port, the faster the transfer speed.

Yes! It can be plugged into a usb 2.0 but you won't get usb 3.0 transfer speeds. Plug it into a usb 3.0 slot for really fast speeds.

Is the end attach-part rubber or metal?

I hook mine to the back of my back, which snags a lot, so I would rather it NOT be rubber.

Hi, I am looking to install Windows 8.1 with this as a boot-able USB drive. Will this work for that specific purpose?

I do NOT recommend Win 8.1 on this stick. This stick was barely fast enough for Linux. Although it is noticeably faster than most USB 2 sticks, the performance is still pathetically slow.
