How well do these downclock? I would like to run these at 1:1 mode with my ryzen.

Downclock very well.  I've run them at 2133 and up to 4400 in an z390 MB (Intel) because I was playing with 3000-3200-3600 rated memory and was looking to identify a problem on another system (AMD).  Now your experience with an AMD MB may differ from mine (x570) but it "probably" won't be the memory at fault TBH.

i have a msi mpg z390m gaming edge ac lga 1151 (300 series) intel z390 hdmi sata 6gb/s usb 3.1 micro atx intel motherboard. will this memory work?

Yes.  I put it into the same motherboard and set the various XMP Profile settings (1 and 2) without problem.  It's fast memory, so if you're mix and matching, you will run into problems for stability.  But right now, I've run it with 3 other batches (3000, 3200 and 3600 speeds) with success.

Question 3

Will this memory work with Ryzen 5 3400g on Asus Tuf Gaming x570 plus board?  So much conflicting information on this out there.  Looking at a PC Mag story , they refer to it as 3rd gen but others seem to refer to this as second gen.  I have memory on order but no processor on order yet.  SHould I return the memory and get 3200 DDR4 memory or will the bios have tunability to make this faster memory work?  Or should I keep the 4400 memory and get a faster CPU with a cheaper GPU?  The goal of the 3400g was to be a place holder for future upgrades.  Maybe I should get a faster proc and a cheap GPU and swap the GPU out when I am ready to upgrade?

Anything on Ryzen 3000 and 2000 series is limited to a maximum speed of 3733MHz, anything past that speed will cause latency issues with AMD's memory controller. The 5000 series seems to be able to handle a higher threshold but I don't know what the limit is. The sweet spot for AMD is 3600MHz with CAS latency no higher than CL18.

Will it work if I drop these in pair with Patriot Viper Steel 16GB (2 x 8GB) DDR4 SDRAM DDR4 4133 ?

Yes they will work together, but they prob have different ICs with different voltage tolerance and timing ability.  You will be limited by the slowest kit.  If you are using this with Ryzen then 4 DIMMs are very stressful on the UMC,  so I would not expect to get anywhere near either's XMP(DOCP) profile.
