Are these PWM?

No.   The PH-F140XP are PWM.  PWM provided better speed control down to low rpms but many PWM fans exhibit clicking noises or low speed hum.  Phanteks created a "best of both worlds" device, a fan PCB that controls fans via PWM but which does so using 3 pin DCV fans.   The SP version is meant for DCV control (via MoBo system headers) and for use with the PWM Phanteks control hubs.  The advantages of this approach are"

1.  DCV fans cost less
2.  DCV fans don't have low speed / him clicking
3.  Some PWM fans (i.e. Corsair) lose speed control functionality when you "gang" several fans on a single PWM control (using splitters or hubs).

If you want just 2 PWM fans for say a CPU cooler, by all means get PWM Phanteks PH-F140XP.   They have the best performance / noise ration on the market, outperforming the Noctua AF15s by 3C while spinning 300 rpm slower and costing half as much.  For case fans or radiator fans, I'd recommend the SP model, or MP if you need higher SP (rare that such is needed these days as high fpi rads are scarce).  If ya have a bunch of them, you can still control the fans via PWM using the Phanteks Hub .

Is this the fan that comes with the Enthoo Pro?

Basically. The Enthoo Pro rear fan only has foam pads (around the screw areas) on the side touching the case, while this stand-alone fan has foam pads on both sides so the fan can be mounted to blow air either direction. Otherwise they're identical.
