Does the package come with mounting screws for the monitors or do I need to maybe hit up lowes or shop around for screws to mount my monitors?

Robert B, It has every thing you need, I didn't have to buy anything additional. I use my quad stand every day and I really like it.

Can you adjust the angle of the monitor screen along a horizontal axis, so that the top two face slightly downward and the bottom two slightly upward? Or do all four monitors remain locked completely flat to the viewer?

Yes you can. I have mine set up with the top and bottom turn slightly in and the top two turned slightly down. It works perfect for my needs. I also like that it fits on my desk tight against the wall. Give yourself some time to get it setup just right as you have quite a bit of control.

Will this support 4 - 21" Wide Screen monitors?

Yes, I have installed 22" asus monitors on this stand and still had full tilt
