Plugable Active Mini DisplayPort to HDMI Adapter Is one required for each monitor even if I am already running 2 monitors off a Radeon graphics card?

Most graphics cards in my experience will do fine with 2 non active adapters. Anything above that will require an active adapter. For example I have a Radeon 7750 with 6 mini display ports. I am running 6 monitors 2 with passive adapters and 4 with this adapter.
