Can this cool down an AMD FX-9590 CPU?

I have not used on  9590 I use it on an intel an xeon x5460 and I switched to lepa 90mm water cooler and used this for a i5 4590 .The cooler keeps that at below 30c.By the way the 120 watt xeon is at 2.365 at 4 constant for 4 yrs so the cooler u ask about may cool at stock. good cooler and great price but it was borderline for me.I  needed pliars to attach the fan with the wire mounts they supply. theres not much on the internet bout this cooler but I feel for the price its the best.All in all it will be close but worth a try.better than the 120mm coller I tried.Yea I think it will work careful application and no oc or careful oc.I also used the thermal paste came with it gl.

Will this cooler fit on an FM2+ CPU?

Yes, it comes with the hardware to install it on AMD motherboards FM1-FM2+ as well as AM1-AM3+ as they have the same basic stock cooler configuration since the dawn of time...
