Question 1

Will this adapter work at boot up with a PS2 keyboard plugged in  and the adapter plugged into a USB port. Will the computer recognize it and allow access to the BIOS setup at boot up?

It worked in the BIOS set-up for me. But I see your dilemma. You may need windows to load and take a few seconds to load the USB driver for it. It works with most computers.
If Windows has not loaded and you can't use the keyboard using the adapter, you may have to use the PS/2 initially. But once Windows sets it up it will work in the BIOS set-up.

Question 2

Will this adapter register holding down multiple keys?

No it will not. I tried using it for FPS gaming and if I pressed a second key while holding the first down, the first key would no longer register. I don't have an alternative to suggest unfortunately. Maybe someone else can help us both out.
