if connected via cable, do i still need to put in batteries?

I don't know but to be honest I wouldn't recommend this mouse. The cable is unique and razer does not sell it. This mouse has made me lose faith in razer customer support and their products.

Only the ones that don't say "open box" are brand new.

It IS a nice one, a little light-weight - it might blow away in a windy spot.

How do you make the Bluetooth stay responsive without constantly losing connection or the mouse randomly moving across the screen on it's own?

You would face some issue with using Bluetooth with this product.  This product has some Bluetooth driver competitively issue. However, it should able to be fixed with resetting/upgrading Bluetooth driver. It is annoying to fix those Bluetooth bug, but once you fix it, this is a great mouse to use.

Description says software requires 100mb. Is this accurate? Seriously? 100mb for mouse drivers?!? If so, is the software optional?

The software is optional and the mouse will work like a normal mouse without it, but you won't be able to add functionality to the side buttons. I don't know about the size of the software but if you look for synapse on razers website it should tell you.

How well does it work paired with an Android device? My main usage would be a Linux desktop, corded, and an Nvidia Shield Tablet via Bluetooth.

I used it on several Android Tablets as well as a samsung galaxy s5 and s7.  The mouse responded quite well I just had to stop right clicking because that is the HOME button on android.
