IMHO -- yes.  You should look inside your tower to see where the SATA cable will be routed from the DVD Burner to the mother board to see if the cable is the proper length and if right angle end connectors would help to route the cable where you want to place it.

Yes, I used this in my home-made computer to connect one of my SATA drives to the motherboard. I've had no issues, works great!

Is the 90* short enough to fit within a Laptop?  Or does it stand too tall?

This cable was not designed for a laptop. Most laptops do not use cables at all as the connector is built right on the motherboard. If the laptop was to use a cable it would be specific to that make and model laptop.
