This bundle basically gives you codes to be retrieved on Steam. Steam functions best when online but is totally possible to play in offline mode!

It will be the same as the original PS4, but you still run the risk of games being region locked depending on your location.

It should. I have those games (not in bundle form, but as separate purchases) on my Windows 7 computer and they work just fine.
