Question 1

Will this work with msi gtx760 4gb oc?  I'm seeing people saying it only provides 20amp, and it seems gtx760 requires 30? I might be wrong.

There is _nothing_ in a computer that would take 20 or 30 amps. Heck a normal use circuit in your house is usually 15 amp. A 750 watt PS comes out at roughly 6 amps. I'm running : Gigabyte 970A-D3 with an AMD PII X4 @ 3.4GHz, 8 GB RAM, a GTX560, an old 8600GT, (4) Hard Drives, (5) 120mm fans and no problems what so ever. my computer is a digital tigers stratosphere elite A020 *9. Is this product going to be able to cool it, is it compatible?

Are you looking for a replacement power supply or additional cooling for your computer?  If you have a Stratosphere computer I would recommend a 1000 watt platinum power supply for such a high end computer. New Egg has the following:

Question 3

Is this a four +12V or single?  The picture shows it to be single, the Specs show it as single, but the Overview states it twice that this is four rail.

Good question..  If I remember correctly, when I bought it, it stated a single rail..  So I am assuming that it is a single rail..
