YES, The card is shipped with the full-sized plate installed. The low-profile plate in enclosed in the box and can easily be installed by just removing/installing two small screws.

Will this fit a Dell Dimension 310 (2006)?

I don't know the exact size of a Dell Dimension 310 but I can say that it comes with the bracket to fit both Full Size and Half height computers. I only know of those two size computers. I am using the card in a Dell Inspiron 660s which is a half height computer. I believe the card will fit all Dell computers because it has the bracket for both sizes.

will this work in a video pci express slot?

As Larry D mentioned, your terminology is off as a "video PCI slot" doesn't exist as such.  That said, the card will work in any PCI "Express" (PCIe) slot, but not a "Standard" PCI slot which was found in older motherboards.

Question 4

Newegg shows this card supports Windows 7/8/10. I ordered two of them. I then notices a reviewer stating it does not work on 8/8.1/10. Rosewell's website doesn't show support/drivers for anything higher that Windows 7. Does this work on Windows 10 or not?
