Yes. I used it on my computer when it had win7 x64. I upgraded to win8 when it first came out and the drivers didn't work so I reverted back. I tried win8 again 6 months later and it worked fine.

will this work with Dell Inspiron 530 desktop ?

It should work for you.  The Dell 530 systems have 2-PCI slots on their motherboards that will support this card.  If they are not filled by any other cards, it should be a straightforward installation.  If you do not have the owners manual, it is available from the Dell website as pdf. Just as long as your motherboard has a PCI slot for it, it will match. Its just a matter of popping the right piece off the bottom portion of your case. It will be obvious which one will line up with it but always line up to make sure.

Yes. The CD Rom comes with it but I would just download the drivers from the rosewill site (I would paste it here but it doesn't allow links). Google "Rosewill RC-701" and the product page should be the first result. Go to support then downloads for the driver. I only say this cause I have had trouble with the cd-rom install before.

Compatibility works by way of you checking your hardware that it might support PCI Cards; There is no way from me using one to being able to tell you that it would in turn work for you. I did however, look up the computer that you referenced, and found that there are in fact three PCI slots on the motherboard.

That being said, if there is a slot open, then yes, you may use this card in your computer (as in, it will physically fit). I had no use for the card upon my purchase, so I cannot comment on how well the card works, or how reliable the software package will function.

I felt secure in my fifteen dollar investment. Don't try to over think it.

I just want a second sound card so I can have teamspeak through my headset and game audio play through my surround. should I be ok with this ?

That's not what I used mine for. Technically, it could work. if you configure your audio jacks for specific things. This can be done in windows by accessing control panel, then sound. Keep in mind, some computers on-board sound will disable other audio-out when headset, or other device is connected. Some audio cards software might also allow you to manually configure the jacks too. Ultimately, the only way I would know 100%, is if I installed this on YOUR computer. Good luck, hope this helped.

I am considering buying this (or something similar) due to a failure in the on board sound, which has my audio going crazy. On and off, on and off. Likely a bad jack.

My question is, would this allow me to have both headphones and a 2.1 speaker setup going at the same time? Meaning, I would hate to have to get behind my computer and unplug the headphones each time I wanted to listen on the regular speakers or vice versa. I'm looking for a cheap and functional fix.

I too experience the failure of the onboard sound.  I installed this card & now drives a Harmon/Kardon Sound Sticks speaker system.  It works extremely well in the situation that I am using it, background music in a large research lab room.  
I don't use headphones with this system, so I cannot answer that part of your question.  If your speakers have a headphone jack on them, you could use that.  If not, consider a splitter such as the GE97702 Headphone Adapter Kit.
As for the quality of the RC-701, I could not be more pleased with its performance.  The sound is crisp & clear, and we really have to throttle the whole system down or it can blow us right out of the room!  I mainly bought this item because of the Linux compatibility as every bit of the system is a castoff from someone else, so inexpensive was on the top of my list as well.  It will be interesting to see how this works out for you.

It should, I haven't tried it personally but it did work with 8.0 so I don't see why not.

It worked okay on my older dell, which was a 2006. I was happy with it. I have since up graded to a Dell Inspiron but I don't know about a 2400.
