Yes, sata power to hard drive,gets  power from sata adapter that you plug into the outlet. This plugs into the other end of the USB connector, where you plug in the data sata cord. So from outlet to USB adapter, to the power port on the hard drive. Completely separate from the data.

Bit of a computer noob... Does this allow me to use an internal dvd drive via usb?

It will not fit a laptop (aka, slim) model at all as those have a smaller power port. If you intend to use this internally, you need a way to connect the included 12volt adaptor. Desktop size HDs and ODs require 12volt power. USB ports supply only 5volt power; thus, the need for the power adaptor.

How do you use the power adapter/what do you do with the power adapter?

This is to connect internal hard drive, Externally. Like when your laptop or PC dies and you want your data, want to use your hard drive for a backup.
