do i need to terminate unused OUT port?

No - OK to just leave it as is.  I bought a bunch, because with a "1 in, 2 out", I need two of them to get an additional output.

With a 3 to 1, I got what I need in one device.

These things aren't critical enough to exacting termination.

I split one set top box to a vcr and a tv, and a distant tv plus

another tv thing I was testing.  Quite a fanout  I'm sure they cost more in a store(if you can find them).  They're a good buy.

I would even use a 1 to 2 and go to two of these threebies

for six available outputs.

Question 2

Does having a connected device, TV, etc. turned off or on affect the output at the other terminals?

No - nothing critical here.  It's possible the otheroutputs would change a little, but
I don't think it's noticable at all.  On/off would not cause a
drastic effect on the other outputs.

In fact, a from-1-to-3 doesn't lose that much
power from the original source.  I like 'em.
