will this work if plug in to my laptop HDMI and the other DVI Female plug in to my DVI cable going into monitors DVI?

Yes, that's what it's for. I use it for my desktop with a triple monitor setup. I ran out of DVI outputs on my video card, so I had to use this to hook up the last monitor. Works perfectly.

Could this adapter be used to extend a current monitor connected via vga? I have one monitor connected via vga and I'm wondering if I can extend my monitor with another and use this adapter to connect to my on board graphic card? Thank you

I connect to the motherboard adapter with no issues. If you mean will this work with VGA, no it won't. If you mean, if a use VGA to DVI adapter then plug the DVI part into this to a HDMI monitor. That will work.
