Does this heatsink have better performance then the stock fan include with the Intel i7-4770 Haswell? The stock fan, on average, runs around 75 degrees Celsius. Do you believe this can can do the trick?

well, i'm currently running it over a Core2 quad9300 and getting 57 degrees C at minimal load (browser, pandora etc) so it might. i don't know how hot most i7s get, but i'm running this particular rig with the side of the case off so even with three case fans the airflow isn't exactly great (guy i bought it from 'lost' the side of the case). 
given that the i7s are a smaller architecture than the core2s, they should run cooler overall.
so yeah, probably.

Question 2

I cannot take apart my computer now but I need a fan for my i7 haswell. The stock one isn't doing the trick and is causing my i7 to overheat on medium loads. Is this the best heatsink that uses the simple "pushpin" method cause again I cannot take everything out of the computer. Is this a good choice or do you recommend another one?

I used this to replace a dead heat sink for an I7.  Cannot say for certain that it will help you, as there are many factors which might be causing you to overheat.  Is your computer case well ventilated?  Is it in a confined area?  Do you use canned air to keep it clean?

If you're having that much trouble with heat, maybe look at the self contained water cooled solutions as well?

this is definitely easy to install, most are this "pushpin" style these days.

It would definitely make it run cooler. But personally I'd use a higher end CPU cooler like the Hyper 212 EVO. It's both efficient and inexpensive.
