Does this come with a fan controller?

No, it would need to attach to the fan pack that has the controller. I ordered this to add a fourth fan to my case.

can i address the lighting with software?

You would need to have the fan hub and connect all your fans to that. Then, if you have a MSI motherboard, you could address the fans with Mystic Light software by MSI. If you don't have a MSI motherboard, ( like I don't have), your addressing will be limited through the fan hub. Also, NOTE: this is not compatible with 12v addressing, ONLY the 5v.
