It looks like it will fit an AM3+ Socket (FX-8350) without the special ring; is this the case? I tend to stay away from special mounting hardware, having had two motherboards eventually die of middle-layer cracks from the flexing.

I had the same worries as you when mine got here and I was happy to know that the ring was not needed at all, its for Intel based chips so the AM3+ mounts that you may already have there will work perfectly. The motherboard won't have to do any flexing you'll just have to press down on those two lever arms to get it to bend down far enough to have them both latch.

I have an AMD Ryzen 7 1700x, should this do the job to cool it?

No. Unless they have updated the clips on the sides, it will  be too tight on your CPU and cause damage to your motherboard when you install it. You may also damage the CPU as you have to rock it to the other side with extreme force to get the clip to attach to the motherboard on the other side. Modification is not cost effective unless you have hours to spend modifying it. Please note that neither clip position is adequate.

I am not sure what a 4U case is. I have had this HSF for > 2 years in my Li-an-Li Medium tower cooling a 6 Core AMD cpu. All my covers are on and I have 3 SSDs (2x500 & 1x1 terrabyte). I have been multi-tasking with a medium load (6-10 chrome pages, several u-tube phone reviews, mahjonh, etc. for the past 3 hours. Speccy shows my cpu temp at 22 - 28c & all three SSDs at 32 to 40c & my Nvidia 750ti at 37c. It's a great HSF for the price.

Hi Luke, This is a really great cpu cooler for a high performance rig, adding a second fan to it will not help cool any better than it does already. Think of it like this- Your heat sink is a cave and you are standing inside. The entrance to the cave has a fan blowing 15 mph wind into the cave and out the back entrance of the cave. If you added a second fan at the back entrance, the wind in the cave would still only be blowing at 15 mph. The solutions are things you have to measure, like, how are the motherboard setting for your fan? What kind of airflow in the case. You might need more case fans. Last, are you trying to game? This cooler will never be enough for a gaming rig. A 120mm fan cooler with 4 contact pipes, a nice case with good airflow, will allow for moderate gaming. If you are not gaming This cooler you bought will work great.
