I have a StarTech Server Rack and I'm looking for server rails that will allow the case to get fully in the rack instead of sticking out... Any suggestions?

iStarUSA TC-RAIL-26 rails are probably the best rails in production to support this chassis.

To limit the amount of amount sticking out, you can also just unscrew the handles in the front.  Or remove the wings that would prevent it from rolling back further into the rack.  I removed the wings and kept the handles, and with the rails above I was able to push it deep enough to close the door.

Can the locking front cover be completely removed while still being rackmountable? I prefer the look of the fans up front instead of the locking door in front of them.

It's been a long time since I owned this case, but if I remember correctly, you can remove the front cover. Though, you may need a dremel.

I bought this case but haven't racked it yet.  I have a fairly standard 27U, 24" deep server rack, but since I measure this thing at around 27" deep, I'm wondering if it will fit?  Will the excess hang out the back, or will it just not push all the way in?

The depth of the chassis with the bracket and handle is 27.2 inches, which means it will slightly hang out the back of your 24-inch deep server rack. It will not push all the way in.
