can you turn off the LED?

No. Not in any way that I'm aware of.
However, I do have to say that they "glow" more than shine brightly. Other fans with the LEDs in the corners are quite bright. These shine out from the center housing onto the ring, and the glow isn't overly bright at all.

Can I use this fan for the Hyper 212 evo, and if so, will the LED work?

I use two of these in push pull configuration on my hyper 212 led and the led's work great. Hope this answers your question.

Question 3

I see that these fans come with extended screws for mounting to radiators, but are these considered high static pressure fans? I am not seeing any information in regards to whether they are high airflow or high static pressure.

That is not a Radiator fan.  It can be used as one but the difference is the amount of fan blades, the angle and how close together the blades are to one another. this creates more pressure but less air movement, that's why the make two different ones. Case fans are make to move a lot of air and RAD fans push harder.  the fans I like have 11 blades.
