Question 1

My onboard chip died and there are no spots in my tower for another sound card.  Will this card allow me to have sound?

Yes, as long as you have an available USB port, you should be able to use this for sound.  I use it for dual sound on my PC, I have speakers hooked up to this and headphones connected to the on board ports.  I just go into the Windows sound settings and toggle to this when I wanna listen to things through my speakers.

Question 2

I need extra inputs, will this work to add inputs to be used
along with my internal sound card?  Will I be able to mix?
Will both cards be active.  Memory and Processor speed is  not
a problem with my setup.  If I can not keep both cards active,
I can't use the product.

I use a Virtual DJ on my laptop and was never able to use headphones to listen to a song other than the one that is playing, since I have an analog mixer. I used to run the 1/8" mini headphone into stereo RCA jacks on the mixer. 
I purchased this which allows me to send the audio out of this to the mixer and then I can plug my headphones into the laptop jack. This way I can play one song, while listening to another in "cue". Yes, this device plugs into the USB port and provides more inputs and outputs via its own built-in sound card. Just plug in, install the device drivers and use it.

Are there any lights or notifications(button height, sounds, etc.) for when the "mic mute" button is pressed?

A blue LED next to the blue power LED lights up when the microphone is muted. Beneath the image of a crossed out microphone.

If i wanted to use this for a 2.1 setup built with 2 seperate rack mount amps, would this unit act as a it's own crossover? meaning could i send just sub bass frequencies to one amp, and the rest to the other?

Yes, it operates like any other soundcard and that would entirely depend on the application you were using and how you passed the data out the card. For example, I'd be concerned about Pandora because its a browser app and the browsers are notoriously unfriendly towards what you're trying to do.

Also, I don't think the quality of the crossover would be up to your standards given that you are using rackmount amps. I'd suggest passing the signal via S/PDIF to a better A/D decoder in the rack. Then you can decode to any format you want, independent of the application or whats going on with the computer.
