Does this need the power adapter at all times or is it just for increased transfer speeds?

The power adapter does not impact transfer speeds. The purpose of the power adapter is to supply power to the USB devices attached to the unit. The USB standard for supplying power is 2.5 watts (5 volts at 0.5 amps). With this adapter, you are now splitting that power up to 4 ways depending on the number of attached devices. So the need to use the power adapter is dependent on the devices you connect. 4 flash drives, no problem. 2 portable hard drives and your dead in the water without additional power. Since multiple devices are being connected (otherwise why insert the hub in the chain) and you generally do not know and/or cannot obtain the power draw of the attached devices, I recommend ALWAYS using the power supply with the unit.
