Question 1

Does this only require you to connect the adapter with the SATA data port? I have a drive with a damaged and unusable SATA power port.

I'm afraid the answer is no. A SATA drive has the data port and the power port and both are required to use this adapter. Even if you find an adapter that does not come with an external AC power cord, power is still diverted from USB to the drive's power port (via the adaptor itself). To see this for yourself, go to sabrent website and choose Products -> Hard drive enclosures -> USB HDD Adaptors. Look at the pictures for EC-SSDA and you see the adaptor with connection to both ports.

Can this devise be used to format a hard drive the same way you would format a flash drive?

Yes, It is just a connector. It allows you to remove data, format or anything else you would do with the drive connected to your computer.

Question 3

have one....worked great with winXP but will not work with Win7. Is it designed to work with Win7?

Yes, I use mine with win7 all the time. The thing is with 7 you have more security so you have to deal with that when you want to move files from the other HD, etc. I cant remember the procedure right now but if you google it like I did it will tell you how to change the security settings so work with the HD.

How long is the USB cord from its tip to the adapter? And same for the SATA cord in inches?

the Sata cord from housing to the very top is 2.25 inches. and the USB cable from housing to tip is JUST shy of 30 inches :)
