Does this extender power a usb device on the female end?

It does although it seems to be limited.  I have had issues when attaching an unpowered hub with both a IR receiver and a wireless keyboard attached.

Did you Use an external hub? . the longer the wire the more the voltage drop its call science not that the product is flawed...

I did not use a USB external hub.  I have a residence wired with Cat5E.  I use the USB to Cat5 adapters to run USB over Cat5 cables.  The Cat5 cables run through a gigabit switch in transit from one side of the residence to the other.  My Windows 8way Server is located at the Core where the GB switch resides.  Total distance is <> 70 feet.  The mouse and keyboard work pretty well.  The Video adapter (USB to VGA) is not very usable.  No where near as clear as RDP.  HTH,
