Yes, it does tilt up and down.  The range is not that much though.  It does not lift up nor down, and it does not swivel.

Samsung UHD monitors: Optimal refresh rate varies depending on the type of connection cable with which it is connected to your computer.
HDMI Cable: 30Hz.
DisplayPort Cable: 60Hz
Samsung CRT monitors: Optimal refresh rate varies based on the preset timing modes that the monitor can support.

If you need to set your monitor to other settings, there is a table of preset Timing Modes in your user's manual that lists all compatible display modes, horizontal frequency values, and refresh rates.

It's the screen glossy or matte?

Glossy black borders around screen as stated in the product title. The screen is, well, a computer screen, dependant on what website and image you go to.  I would imagine mattepicsdotcom would differ from glossygifsdotorg, yet,the borders that hold the screen stationary is black... and shiney.
