How low and high above the desk is the bottom of the monitor using the base vertical adjustment?

With the monitor in landscape, from the top of the base to the bottom of the monitor it's 5-inches.  This sets the entire monitor at 20-inches in total height (from the desk to the top of the monitor).

Question 2

Where are the 2x USB 2.0 ports that the specs say it has? Also, does it come with a USB upstream cable?

USB ports are on the base of the stand.  The stand itself acts as a USB-hub. The unit includes a USB-B (2.0) to USB-A (2.0) cable that connects the USB-hub within the base of the stand to the PC.  The stand has 2 USB-A 2.0 ports and a single USB-A 2.0 port for connection to your computer.
On my model, all 3 USB ports are on the right back corner of the base. Not sure why this isn't illustrated in the images.  But then again, there is another identical model void of the USBs.  It looks like this page is showing images of that model, while selling the model with USB ports.  Again, identical models, just slightly different bases.

Is this monitor (Samsung S27E450D) compatible with the Windows 7 Pro operating system on my computer?

The operating system doesn't matter.  What matters is that your PC has VGA, DVI, or DisplayPort ouputs for your monitor.

Question 4

What are the REAL dimensions? I know those listed match the Samsung website, but they can't be for a 27" since 21.8 x 13 won't fit a 27" screen.
