Does the refurbished monitor have scratches on the screen or frame?

Mine had no scratches but there was one little nick at the very top center of the screen that is only noticeable when it is turned off. When it is on, I never see it. I figured it wasn't bad enough to return it. It has worked flawlessly. The only complaint I have is that my computer does not automatically power it off and on like it did my previous Samsung 22" monitor/TV. I have to manually turn it on or off.

Does this monitor have a built in TV tuner that can be switched from TV to computer monitor with a remote?

Yes, it does. I bought it in January and have been very happy with it. I had a Samsung 22" monitor with a TV tuner before this one that I really liked. I sold it and bought this one. The only difference is that the 22" one would power off (and on) automatically when I turned my computer off (or on) and this one doesn't. It's not a huge deal, just a minor annoyance.
