Will this monitor work with GTX 780 3GB graphic card.
And it will have 4k resolution?

Short answer: yes. Long anser: Yes, but.

You should verify that the spec page from the manufacturer of your card will support the required resolution. All 700 series GTX cards are theoretically capable of supporting 4k, but manufacturers are free to omit features from their cards to cut costs.

You should also ensure that your card has a DisplayPort output if you want to run this monitor at 60hz refresh rate. It is possible to drive it at 3840x2160 through one of the DVI ports with a DVD to HDMI cable (or an HDMI cable alone, if your card has an HDMI port0) but only at 30hz, which is loust for gaming. You will need to use DisplayPort to get full resolution and also full refresh rate at 60hz. The monitor comes with an HDMI cable and  DisplayPort cable, by the way, but not a DVI to HDMI cable or adapter.

(For the record, I drive mine with a Gigabyte GTX 770, via DisplayPort. It works fine.)

***This is not a touchscreen monitor***  You might want to check the external maximum output settings for the Surface Pro 3.  A 4k resolution might be more than you can output and a waste of money if that's the case.

Does this monitor ship with a display port cable?

Mine came with a display port cable, but not a mini display port adapter. We got the mini display port adapter to use this with my sons college laptop computer.

No it does come with built-in speakers. The monitor is 1.5 inch thickness at its thickest point. There is no way you would even get decent sound out of built-in speakers if it had any. Use external speakers and get much better sound.Headphones can have far better sound than built-in monitor speakers too.

What aspect ratios does this support? I use 16:9. Will it do 21:9?

This is a 16:9 monitor. However, depending on the video card and OS you run, it is possible to use custom resolutions like 2560x1080 (21:9) however, the quality of the experience can't be guaranteed, for example, you will have to deal with letter box and the scale might be off causing it to be blurry, etc. 
So it can work, but it won't be perfect and will require a bit of Google research to setup.

What video cards support this monitor?

The HDMI interface only works to 30Hz which isn't much of a problem, the video card performance is usually the limiting factor.
The DisplayPort interface supports 60Hz.

Most video cards which have a Display port interface will run the monitor fine.
The newer Intel 4'th generation processors/video controllers will drive 4k monitors well.

The Nvidia GTX600 or greater series should drive it ok, as will the Radeon 700 or greater series.

At 3840 x 2160 does text become too small to read?

This would depend entirely on the condition of your eyes and the distance from your face to the screen, but generally speaking the text is too small to read comfortably at native resolutions. The text at native resolution is very tiny.  32 inches is probably the smallest size at UHD that would be comfortable to read for most people, including myself . After purchasing this monitor I have noted to several friends that text is just too small at 28" and UHD. I generally run at 2560x1440 for general use and only jump to native for specific applications such as image editing, charting  and games.  I have worked with a 27" monitor that was native 2160x1440 as well and that is an ideal ratio in my opinion. Many quality monitors with more bells and whistles can be had for the same price range as the UD590.  If money is not an object, go for one of the larger UHD monitors.

Question 9

Does this or will this Support HDMI 2.0, for 4k displaying at 60hz?

The specs say it is only HDMI 1.4, and all the reviews I've seen say you need to use the Display port to get 60hz at 4k(which we do), and that the HDMI will only give you the 30hz at 4k.

Question 10

Has anyone been able to get 4k @60hz when running in SLI? I keep hearing that people are having trouble with SLI when using display port.

I am currently running this monitor on display port with an SLI 780 setup. I have no issues at 60hz 4k. In fact I spent most of the past week playing games at 4k at 60hz no issue. No worries if this is your setup, only issue I could see is potentially in older models that support older display port inputs, but SLI should not be the factor. Hope that helps.
