Do I need to buy anything extra to install this graphics card? any wires? my current Graphics card the gtx 780  has two wires plugged in. Unsure if I would use the same two for the Sapphire Pulse. Never installed a graphics card before myself.

It will depend on your power supply and what it has available for connectivity. Your gtx 780 has two wires to it. Theses are either 8 pin or 6 pin. This card requires one 8 pin power connector from your power supply. Some power supply connectors are universal, where they have two wires that have 6 pin + 2 pin connectors. These can plug into any graphics card. Some PSUs only have 6 pin connectors. Some may have one 8 pin and one 6 pin. You will need to look at the available wires on Your PSU. You 'should' be fine, but not necessarily. Worst case scenario you might need an adapter to create  an 8 pin connector for this card.

Will this card work with a DisplayPort 1.2 cable or must a 1.4 be used?

Cables only matter for the bit rates they can transfer otherwise they are usable with all versions of DisplayPort. High Bit Rate 1 (standard cable) and HBR2 (released with DP1.2) will be more than fine for 1080p gaming though if you want 144hz on 1440p then get an HBR2 cable. I suggest the Accell UltraAV DisplayPort 1.2 Cable as this is the cable that I use and I have no issues with it.

VR Friendly vs. VR Ready?

I'd say it's VR Ready, I'm sure it will do okay but it won't be as fun as it could be.

Past Experience Specs for me:
FX-9590 with RX 480 8GB = 3/10
Ryzen 7 1700X with RX 480 8GB = 6/10
Ryzen 1700X with Vega 56 = 9/10

These are all based on me and my eyes, the Vega 56 has been a nice upgrade path for HTC VIve.
