is this PCI 4.0 x1, x8, x16, or what? It just says PCI Express 4.0 in the description and specs. (Does this even really matter?)

It would be x16 as it uses the full size slot. You can see in the picture. A x1 would be the smallest connector usually used for expansion hubs/usb hubs/etc  (Also I have yet to find a 4.0 pci extender cable that works if you want to mount it in a vertical orientation. Still too new tech I guess)
