Is this a modular power supply?

Unfortunately this is not a modular power supply. I actually purchased this erroneously thinking that it was modular and ended up a bit disappointed that it wasn't. It may have come back in the newegg search as being semi-modular or semi-modular, but it is 100% non-modular.

OEM means what relative to non-OEM?

I believe the "OEM" in the name refers to the packaging. Retail packaging would include extras like power cables and screws. OEM packaging includes no extras, just the unit itself. I do not recall any extras being included with this device, which didn't matter as I was using it to replace another power supply. If you think the lack of power cable and mounting hardware will be a problem, you might want to order those as well.
