I can't find an aftermarket CPU cooler for FM2+ socket would this fit in an FM2+ socket?

I believe FM2 & FM2+ sockets are the same size (not same # pins) so it will work. Be sure and measure your case dimensions because this is a tall cooler.

How do you use this on a motherboard that requires a cooler that snaps in?

Which Motherboard?  Assuming it's an Intel socket 1150 / 1155, there would be 4 holes at the corners of the CPU socket.  There is a back plate that goes behind the motherboard which aligns with the 4 holes, and then the cooler is attached with screws / lugs and a bracket assembly.

If it's an AMD motherboard, I don't know about that.  As long as your motherboard supports one of the socket configurations listed in the description, it should fit just fine.  The instruction manual will show you how to attach it.

Does this cooler come with thermal paste pre applied?

No, the paste comes in a plastic squeeze packet. Application was pretty simple, just cut the corner off squeeze a little onto the base. Make sure you don't apply too much, there is plenty in there.

Will this work with LGA2011 v3 motherboard?

I would say yes. I believe the difference between the 2011 and 2011-3 sockets are purely functional and not dimensional. Tom's Hardware has a couple of threads on heatsinks working for 2011's working for 2011-3's if you want to check those out.

This heatsink is surprisingly tall though. I would check to see if it would fit in your case. My old Sentey CS3-3340 TAC2.0 barely fit it, and it was 7.08" wide. If you need a case, and you live near Ozark, MO (on my almost baseless assumption that you're the Alden Smith I knew in high school) I can sell it to you (this is Nik Burks fyi).
