Plugged this in without being connected to anything and it seems DOA. Fan is not spinning. Nothing indicates it is on. Must I wait for other parts or is it safe to assume it is DOA?

First off, allow me to say that the only stupid question is the one you don't ask. Regardless, computer power supplies cannot be tested in this manner. Computer power supplies are electronically controlled by the motherboard- and while there are hacks which will enable you to test a power supply without installing it, they are best used by qualified technicians with the test equipment required to do things like measuring the output voltage and the current draw of the power supply being tested. Chances are good that your power supply will work when your build is completed.
