Cases are being made nowadays without front 3.5'' slots. Can you screw the 3.5'' panel included with this into an INTERNAL 3.5'' slot, or would the screws not line up properly? Thanks

The panel doesn't really need to be screwed in. My case, for example, has the 3.5 slots but, its not exactly easy to get the screws in place. It wasn't a problem for me as it fit quit snugly into the bay and is holding itself in with no problem. It should, in theory, install just fine in the internal drive bay. Really as long as you can access the thing when you need to adjust the speed of the fan.

do they sell these fans without the extra fan controller?

I don't see why it wouldn't be. as long as the fan fits in the chassis.
