Question 1

I have a new Coolermaster case with two USB 3 ports in one of the drive bays, with a 20 pin female usb adapter.  Unfortunately, my motherboard does not have a 20 pin male connector.  Does this card have a 20 pin male connector that I can use with my existing setup?

Yes this model has the connector you need.  I too have a Coolermaster case and I use this connector to connect the cord you referenced.  Windows 8.1 loaded the software automatically.  Remember you'll need a molex power cable to power the ports as well, which should be standard on your case power supply.

Question 2

Does the front I/O bay work with an external 3.5" device bay? I can't find anything that specifically says that. It looks like it does, but I want to make sure. I only have an external 3.5" device bay available, and it's better if I have the ports in front. My case is "ENYLE ENY-313 ATX MID TOWER CASE/USB 3.0/Black Int". PS - My MOBO doesn't support USB 3.0 or I'd use the front port that came w/the case.

It comes with a metal plate that will fit into a floppy drive bay, converting it to front USB 3.0 ports

My case had a cable with existing front access USB 3.0
I plugged that into the Silverstone PCI card.
Working great so far
