I want to replace the stock heatsink and fan that will come with my new i7 4.0Ghz processor; will this one perform better than the stock one?

In my opinion; I would say no; it would not perform better then the stock cooler for an i7.  a stock i7 cooler is a bit thicker then this.  
Because this heat sink is slimmer; less aluminum surface area for dispersing heat.

I know it works great on my i3 for my media center.

I think I would even use it on a i5.

But an i7 4.0 Ghz.  that is a bit more heat to disperse.  I say if you have room in your case.  Bigger the heat sink the better.

This is still a very good cooler;  but only good for smaller lower performance processors that don't make a lot of heat.

I had to use this because I had such a small tiny tiny case to work with and I'm only using an i3 low wattage cpu.

The stock coolers that come with Intel chips are decent heat sinks.  I never had any problems with them.  And plus no back plates to mess with and the thermal paste is already been pre-applyed on Intels heat sinks; just snap them on

Unless you are overclocking or playing really high demanding games or video editing; I would use the stock cooler.

Will this heat sink fit an LGA 1151 motherboard?

It should????
I can not say for certain; because I'm using mine on a LGA 1155.

But from what I have read and heard; Any heat sink that is 1150;1155; and 1156 is supposed to be compatible with the new Intel (Skylake) Socket 1151.

In other words they are still using the same four holes for heat sinks.  Just the pins for the cpu is different.

I say yes; but it sure would not hurt to do some googling and research yourself to be certain.
