Yes there is no user connection limit with all Sonicwall models now. Unlimited user can connect and access the internet. Other features like GroupVPN and Content filtering may need to be licensed or have user limits.

How much is the annual cost for Content Filtering alone? 
With Antivirus?

Content Filtering alone is roughly $200/year. However, you are better off purchasing the Comprehensive Security Gateway license (01-SSC-4848) for $300/year -- that will grant you access to content filtering plus gateway anti-spyware, anti-virus, and intrusion prevention services. It's a much better value.
