Can I use my PS3 games on the PS4 console?

No.  I was disappointed to find this out the hard way.  The OS on the PS4 is completely different and is not compatible with PS3 or PS2.  They are working on an emulator from what I hear (only rumors) but still nothing yet.

Does the PS4 come with a voucher than lists the 4 games, but you can only activate 1 per PS4? Is that how it works?

There will be a voucher included inside consisting of the 4 games to choose 1 from. It'll tell you to goto: redeem.us.playstation  com to enter your 12 digit code. You'll need to have an account with Playstation first so that it knows what account to apply the code. Follow the steps from there.

is it possible to get DVD instead of vouchers with PS4 ?

No.  Voucher is good for your choice of 1 game from the 4 available titles.  Voucher has no cash value and cannot be redeemed for anything else.

There seems to be no way at all, and when I try to put the PS4 on cart, the options are till not there.
