What do you mean by OEM ?  How does this differ from the version without OEM?

In this case OEM means you get the program disk only, no retail packaging or anything extra.  The actual program is identical to the retail version and has no restrictions.

Can I still order this program even though it is out of stock?
Is this program compatible with a Windows 7, 64 bit computer?

This is compatible with Win7 x64. Sony has now released version 13 of this software so it should be available on Newegg at some point.
However according to Sony's comparison page version 13 still doesn't support 4k unless you purchase the $400 Vegas Edit version. According to reviews though the consumer version might support 4k, so you should also Sony about the features.
