how does the NTSC signal and sound get introduced to the editing software?  is there a seperate card used?

Are you referring to capturing video from a DV camcorder? If so, you will need a FireWire input on your computer. Vegas can then capture the footage. If you are referring to analog component video or S-video, you will need special capture hardware. (The capturing software is usually bundled with the card.)
