What is the min power supply ?
Does it have HDMI out ?

This board does not require connection to the power supply since it is powered by the PCI connector. It is a small video card requiring only one slot and it has an HDMI output. I purchased it so I could run two extended display monitors at the same time. It will work with windows 7 but you will have to udate your video driver through windows because the driver CD was useless to me.

Question 2

I need a video card that will extend my desktop to 2 monitors. Or dual monitors. Will this do that? Even if I have to use a dvi to vga adapter.

I bought this card to extend my desktop and it works wonderfully. BUT, I use the DVI and HDMI outputs. If your monitors have multiple input options, use one monitor with HDMI and the other monitor with DVI and you'll be good to go.

If your monitors ONLY have DVI inputs, you might have a problem trying to use this card. The one time I tried to use a DVI to VGA adapter, it didn't work because supposedly I needed a (relatively expensive) converter to convert the signal from digital (DVI) to analog (VGA). Ask an expert about the adapter/convert option, though (I am NOT an expert). In that case, it might cheaper to buy a different card with 2 DVIs instead of buying this card AND a converter.

Question 3

Does this card require any kind of extra power cables or is everything I need already included with this product?

No external power connectors are needed. Just a simple fanless video card that does the job. Slap it in the PCI and boot up. I have had no issues and it gave me HDMI on an old Dell throw away computer. I put linux mint on it and have had no worries.

whats the minimum power supply to power this video card? would 350 watts be enoigh

It doesn't say on the box. It will depend on your other pieces in the box - 3 CD/DVD players and a bunch of fans, etc... will change the need.

The PCI-E requires 75 watts, and this website recommends 300 watt PS.

I am wanting to place this in an old DELL precision 400. From the specs it looks like it should work, but are there any known compatibility issues? If so, what else can you recommend?

I don't know if this helps but I installed this in my grandpas old dell and it had windows xp on it... So it was at least 6-7 years old. Unsure if this helps

will this work on a 32-bit operating system?

For Windows 7 and 8, it sure will! The latest drivers for those can be obtained at nVidias website. Windows XP EOL is in April, so I don't think there's much support for 32/64bit anymore. As for Vista, if you're still rocking it, you're doing yourself a huge disservice. Hope this helps.

So are the fins enough to keep it cool, or should I get a fan to put on it?

My unit has not melted yet! Unless your case is jam packed with other high heat generating items the installed case fans should be more than adequate. Also the cooling fins on this video card are quite substantial for something not intended for gaming.

Question 8

I have a Gigabyte H77M-D3H MB, with Windows 8.1. Will this video card work well with it? I do not want it for gaming.

While I can't say it'll positively function with your setup, as I'm not in the tech support side of this. 
Your best bet is to do a little research with Sparkle. They frequently list compatible MB. As for Windows 8.1, shouldn't be a problem, but check anyway. 
My money is on "yes it'll work". But research it first. 
BTW, it's a great daily driver, excellent video parameters. But good thing your not considering it for gaming.

Question 9

I don't have a PCI-E slot in my computer, just PCI. Will this card work?

PCI Express is completely different and has a different connector than PCI, so no this card won't work in a PCI slot.  There is a picture of the differences if you look up pci express in wikipedia.

Question 10

Does the HDMI output actually support 1080p? Or does it just give the compatibility to use this card with the HDMI connections?

Yes 1080p. I'm using this card, quite successfully,  with an older Dell Dimension. The card agrees with the Dell and outputs wonderfully to my Samsung UN60ES8000 "smart TV". I wouldn't recommend it for high end games, strictly video streaming and surfing.
