Can I use this adapter to run dual monitors with 1 monitor plugged into this DP to DVI adapted and the other in the VGA port?

It likely depends on your dock and your drivers. I was able to run a 3 screen (including laptop) setup using 1 DP-DVI and 1 DP-VGA adapter running AMD drivers. Unfortunately, the best method that I found was trial and error. In theory, your configuration should work.
