Does this require software to be downloaded prior to being able to hook up a monitor?

My experience has been with HP desktop computers and no additional software is needed. It works better if you install this adaptor first then power up the computer. Once installed you just go into graphic properties and set up your system for clone or extended desktop. If you use extended desktop you will need to open and drag the programs that you need to the new monitor and windows will remember your new configuration.

I'm trying to hook up two monitors to my desktop, which has one VGA port and one that I think is a display port. Would this let me do that and not just duplicate the screen like the VGA splitter I bought?

yes, if you have a displayport and a VGA port, you can use two monitors with an extended desktop.

Does this connect a laptop usb to a projector with vga?

No this adapter connects a computer that has a DisplayPort connector to VGA output. If you are looking to connect a  projector with a VGA input from a USB connection then you need to purchase a USB to VGA adapter like the StarTech USB2VGAE3 that is sold at Newegg.

Had similar problem with display flashing off then back on. Problem was with Zotac device. Received replacement device and had same problem. Ended up taking the splitter from one device and the display port cable from another, combined them and stopped the problem.  Down-side of this fix is that I had pieces from two devices and was not able to return the bad assembly.

Question 5

is this the same product  as lenovo#OA36536. The lenovo female vga is correct, the other isnt.

I have a Lenovo laptop 20CD00AUUS and want to connect a Dell vga monitor I hassume to the port the is labelled HDMI.  Another adaptor I tried  , vga good, but the other looked like a HDMI but was too big.  Is there a mini hdmi?  any ideas?

There are mini HDMI connectors and then there are mini USB and micro USB as well as a mini display port connector ---- just read your owners manual to see which you have --- don't have the owner's manual ???? Go online to the proper website (Lenovo, HP, Dell, etc.) look up your computer and download it !!!!

I may have missed it, but is this an active or passive dongle?
It may HAVE to be one or the other, but im still not 100% on all this information.
