Can I use this device to connect my laptop with the USB and a cable to my HMDI port on my flatscreen LED television?

Your computer would need a mini DisplayPort connection in order to connect the adapter. The adapter plugs into the computer's mini DisplayPort, and then you can plug in either a VGA, HDMI, or DVI cabled connection to your TV. This does not use any USB cables. The device works great as advertised, and we have had no issues. Hope this helps!

Is this an "active" adapter?

I want to say Yes, but I really haven't use this adapter with more than two monitors to be sure. What I can tell you is that you can only connect one monitor at a time on this device, in other words, you can only plug in one DVI or HDMI or VGA monitor on this device; you cannot use more than one monitor through this device. Also, I have use it without a problem with MACs. It's a great device to have.
