This is a purely passive device.  It allows you to connect a 2.5" form factor SSD with an NVMe (PCI) interface to the PCI bus.  There are no chips on this board.  If your BIOS supports booting from NVMe/PCI storage then yes it will boot.

I'm not sure about the PowerEdge R710, but I have it installed in an older Asus board, and it works without any flaws for me. plugged the drive in, put in screws, installed into slot on mobo, powered up computer, all was good. Hope this helps.

I would think you can.  You may have to go into the BIOS to teel your computer you want to boot off this item, but it should work.

Cannot confirm. But, boot is determined by BIOS/UEFI. I am pretty sure all Mac's use UEFI, which should support NVMe boot
