Can the internal headers be connected to a front panel USB connector (Goal is to enable my external front mounted USB C port)?

I would say yes. I've seen 3.5 inch drive bay adapters that let you add USB 3.1 C ports to a standard PC case and those adapters use the same 19/20 internal cable to connect to your motherboard or add-in card. I think the only caveat would be how fast your speeds would be if you were using both the front and rear type C ports at the same time or using the standard USB 3 ports at the same time as your USB C port in the front.

Does the UASP work on ASUS X99 Deluxe/U3.1 motherboards, with Win 8.1? MS disasabled a bunch of motherboard functions with their January 2018 security update, including the MoBo UASP function. Could I use this to get UASP back? It has ASMedia drivers, so it should be compatible with ASUS motherboards. Anyone have any experience with this?

I do not see any why it should not work. Check your slotfs and make sure it is in the correct slot and you should be ok. As far as drivers you should be ok.

Can you charge a device thru any of the external ports? If so, at what volts and amps?

Yes, but the device you are charging must be the same USB Type as the port you plug it in too. If the device is not type as the port you could damage its I/O puts or even the computer it is in.
