Does it support enough bandwidth to utilize the front panel USB 3.0 connection as well as the rear connection simultaneously?

All I can tell you is that it is the NEC chipset and you must use the drivers from the website even if you have Windows 10 and it puts its own drivers in. The drivers contain a configuration tool where you can turn off power savings mode. I have had problems with power savings on.

Is at least 1 of the 2 INTERNAL connections a 19 pin female motherboard type that can be connected to a pair of front USB case terminal?

Yes, one of the plugs is for power to the unit, the other is a standard USB 3.0 header, it works with both my 3.0 front plugs.
