Is this considered a "powered" or "not powered" usb hub? It should be "powered" since its going in directly to the motherboard right?

It is powered via the MB through PCIe but low amperage. It has an additional power in plug that connects to the MB and allows high amperage USB devices to be used.

Does this work with the Madcatz Street Fighter IV Tournament Edition PS3 arcade sticks?

If you're talking about the round 1/round 2 version fight sticks that are unable to work on most motherboards because they require a UHCI connection, then yes, this allows the stick to work.
