Could I use this with an ASUS 970 PRO GAMING/AURA and a WDS100T2B0B WD Blue 3D NAND 1TB SATA III M.2 2280 Solid State Drive to make the M.2 SSD a Bootable Drive?

the m2 drive not being a bootable drive is usually a bios setting or incompatability. the adapter will usually not affect this. you can try checking for a compatability setting or legacy setting in the bios

Will two drives attached to this adapter both be available to be formed into a RAID array provided by the motherboard's built-in Intel RAID controller?

It is my intent to set up my adapter for RAID also, but I have not yet tried it. Each of two SATA SSD's connects to an independent SATA socket so I expect them both to be eligible for a RAID configuration with an external RAID controller. The PCIe bus only supplies power for the two SATA drives. It is very unlikely that the third NVMe SSD can participate in a RAID configuration, as it connects only through the PCIe bus.
